According to the State Departments Country Report on Human Rights. "In 1985 there were frequent reports of confiscations of foreignsource materials. including Hungarianlanguage publications at the border. In 1985 there was reportedly an increase in the number of books banned or restricted." Since 1975. when the United States granted mostfavorednation status to Romania. it has become increasingly clear that the goal of the Romanian Government is to destroy the very fabric of the cultural and religious life of its Hungarian citizens. We have been told that only by continuing to grant MFN status to Romania can we exercise the necessary leverage over the Romanian Government to improve its emigration policies and its treatment of the Hungarian minority.
