President. the families of the MIAsPOWs are best served by a higher level. and more frequent. dialog between our two countries. and that is precisely what this resolution presents to the families for whom the Vietnam war is not a thing of the past. I am certain that many of our newest citizensAmericans of Vietnamese originwho have loved ones in reeducation camps or in the backlogged and brokendown Orderly Departure Program also will welcome this resolution. And the neglected cause of Amerasians in Vietnam also will be given new life by the recommendations of this resolution. as will the plight of the hapless victims of the ttimult from the war who are trapped in refugee camps throughout Southeast Asia and cannot go home safely. Here we are. a decade and a half removed from the war. and look at where we stand: The POWMIA talks are stalled. and followup from past talku logistically snarled. the ODP Prograrn has not seen a new interview in over a year. the reeducation camp prisoner negotiations long ago fell apart. and Amerasians are still stuck in Vietnam. Therefore.
