I want to talk about one significant aspect of H.R. 3 that will not get much attention in this debate. I am talking about the failure of this bill to address our trade relations with Mexico. It is generally agreed that only by expansion of trade opportunities can we address the root problems causing the debt. illegal immigration and political instability in our most important neighboring country. U.S. trade law has addressed. rightfully. special problems of other important areas through establishment of trade enhancement and promotion vehicles such as the Caribbean Basin Initiative. the United StatesCanadian trade area and the United StatesIsrael free trade area. Unfortunately. this legislation does not give such positive treatment to Mexico.
