The most basic political freedoms are denied. There is no freedom of speech. no freedom of assembly. no system of justice save the arbitrary edicts of Nicolae Ceausescu. Hungarians and other ethnic minorities are severely oppressedthe victims of a sustained governmental effort to absorb minority groups into a unified Romanian culture. And for the second consecutive year. overall emigration from Romania declined by more than 2.000. Moreover. the Romanian Government has made no fundamental change in its attack on freedom of religion in Romania. Romanias first and foremost goal with respect to religion is to crush those who are already religious activists.
