Mr. Chairman. H.R. 1827. the supplemental appropriations bill of 1987. includes a request from the Immigration and Naturalization Service for funds that it intends to use in enforcement of the employer sanctions provisions of the Immigration and Reform Act of 1986. The act is. without question. one of the most sweeping social reforms Congress has enacted. For the first time in this country there will be a multitiered approach to combat illegal immigration. There is great hope for the promise it offers and great dread for the failure it could be. Whether this reform is successful will be largely determined by employers.
