Yet. these men. and so many others like them. were innocent from the very beginning. They should not have been arrested. tried on unfounded charges. convicted and sentenced. We are thankful for their freedom from incarceration. but true freedom will only come when they and other refuseniks are granted their emigration permits. Glasnost has taken on several different forms of late. among them. some actions that clearly do not possess any semblance of openness. Recently. this Chamber voted to approve House Concurrent Resolution 34. which expressed our collective disapproval of the newly implemented Soviet emigration regulations. Under this new restriction. only first degree relatives are eligible to apply to emigrate. No longer will a cousin or grandparent suffice. What happens to all those who have been refused for years?
