Yet. we are all aware. at this point. that this public policy is not consistent with Soviet actions. Clearly. glasnost has not been extended to the area of human rights. While some commendable changes have taken place in the Soviet Unionthe rate of Jewish emigration has risen slightly and a number of political prisoners have been releasedthey have been inadequate. Countless prisoners of conscience remain behind bars and thousands of refuseniks are still waiting for permission to emigrate. There is no case more urgent. more pressing. than that of Benjamin Charny. a refusenik who applied to emigrate over 7 years ago. Dr. Chamy is gravely ill with a malignant melanoma and a serious heart condition.
