It is a disease that forces us to think about very basic issues. such as education. employment. and housing. Clearly. we have to strike a balance between the rights of the individual and the rights of society as a whole. As a result special attention has to be given to the laws. rules. and regulations with respect to immigration. liability. and discrimination. We also need recommendations regarding testing. counseling. and confidentiality. We know dissemination of information is essential in the prevention of the spread of AIDS. and we know we must recognize the special needs of minorities and the important role of the family. educational institutions. religion. and community organizations in this effort.
