I rise to say a few words on behalf of Soviet refusenik Lev Elbert. his wife Inna and their son Karmi. Since March 5. Lev Elbert has been conducting a hunger strike in an effort to obtain permission to emigrate to Israel for himself and his family. Lev and Inna have desired to leave the Soviet Union since they first unsuccessfully applied for exit visas in 1976. Since that time. they have endured many hardships as a result of their efforts to emigrate. They were again unjustly denied permission to emigrate earlier this year. It is my understanding that one of the reasons that has been given at various times for denying the Elberts permission to emigrate is secrecy. The secrecy premise is based on the allegation that at one time Lev had access to classified information during his army service. In fact.
