Mr. Speaker. over the past 10 weeks Fidel Castro has allowed 20 former longterm political prisoners and their families to emigrate to the United States at a rate of 2 per week. Even this apparently humanitarian gesture in fact demonstrates Castros inhumane treatment of political prisoners. As political prisoners. they were guilty of acts which would only be considered a crime by a repressive regime such as Castros. As longterm prisoners. they have endured at least 10 years. and in many cases more than 20 years. in Castros prisons. As former political prisoners released last May. they were not entitled to employment or ration cards.
