Mr. President. the first hearing I conducted as chairman of the Subcommittee on Immigration and Refugee Affairs was on the "Refugee Crisis in Southern Africa." It was clear that major humanitarian problems were brewing in southern Africa as a result of conflict and violence. and this was confirmed by witnesses from the administration. international organizations. and private voluntary agencies. I was pleased to see these concerns emphasized in a speech by the coordinator for Refugee Affairs. Ambassador Jonathan Moore. delivered recently at a conference of the Center for Migration Studies. Ambassador Moores remarks contain an important assessment of some of the humanitarian challenges which the international community faces in southern Africa. and which Jonathan recently viewed first hand.
