Mr. Speaker. I was reading a story about Nadezhda Fradkova. who in 1978 applied for a visa to emigrate to Israel. She lived and worked in Leningrad as a linguist. When she applied for the visa. she was told that she must receive her fathers permission to emigrate. She could not believe her ears. Her father divorced her mother 31 years ago. before she was born. She had never even met him. She protested and reapplied for a new visa. It was to no avail. She lost her job and had to support herself as a cleaning woman and by giving private language lessons.
