Mr. Speaker. it is particularly appropriate that this special order is taking place on the last day of the month of March 1987. In granting 450 emigration visas between the last day of February and today. the Soviets have taken their most positive step in years toward ameliorating their abysmal record on human rights. Their rhetoric in recent days. particularly in last weeks meetings with Morris Abram. chairman of the National Conference on Soviet Jewry. and Edgar Bronfman. chairman of the World Jewish Congress. has given us hope that even greater deeds are ahead. But let us hope that this new spirit of openness. of glasnost. is not just an empty promise. a public relations gimmick.
