Mr. Tulovsky has been forced to give up his job and to work beneath his professional capacity. Each time he reapplies for a visa. he loses his job and must search for another one. What does the Soviet Union have to gain from forcing the Tulovskys to remain in the Soviet Union when their hearts are in Israel? Mr. Speaker. let us hope that today we can make it clear to the Soviet Government that there may be much to gain in improved United StatesSoviet relations if the Tulovskys and others like them are given the basic human rights of freedom to emigrate.
