I think all of us are heartened by some of the reports that we are now getting out of the Soviet Union. I hope very much that the reports are true and that significant numbers of Jews will be permitted to leave and that the systematic repression of those who remain in the U.S.S.R. will be eased. But my optimism is tempered by my experience with the terrible record of repression and restricted emigration that has prevailed for many years and which has been particularly bad for more than 6 years. There is. in short. the potential for good news. But it has not happened yet and we must continue to make it very clear to the Russians and the entire world that the people of this country are a part of the struggle for basic human rights in the Soviet Union.
