In actual fact. the Soviet Union continues to violate the human rights of its people. Religious arrests continue at a high level. Prison conditions remain extremely bad. With the exception of one BBC station. the jamming of foreign radio broadcasts continues. The new laws on emigration are now tighter than ever. In the past weeks. many emigration cases have been deniedwithout explanation. Soviet officials have named eight refuseniks in particular who will never get out of the Soviet Union. There are cancer patients in the Soviet Union. waiting to leave for medical treatment.
