Speaker. today I am wearing a green ribbon to bring to the attention of the Members and the American people the case of Dr. Benjamin Charney. a Moscow refusenik suffering from the deadliest type of skin cancer. malignant melanoma. Dr. Charney is the last of five cancer patients who applied together last year still in the Soviet Union. Two of these individuals were saved. but because of delays in permission to emigrate. two others have died. Dr. Charney remains. Dr. Charney has been waiting since 1979 to join his brother in the United States and receive the medical care he so desperately needs. He has repeatedly been refused permission to emigrate on the grounds of a security clearance. Mr. Speaker.
