Mr. President. todays lead story in the New York Times reports that emigration for Soviet Jews has just reached the highest monthly rate in 5 years. For everyone involved in urging the Soviet Union to open its doorsto Jews. and others who wish to settle elsewherethat is very hopeful news. But the progress made. granting up to 500 exit visas in March. is still a drop in the bucket. Conservative estimates show close to 400.000 Soviet Jews who would emigrate if they could. And this news makes one case. which I recently learned about. even more tragic and timely. Two weeks ago I had the pleasure to meet a dedicated mana desperate brother.
