Mr. President. I am pleased to inform my colleagues that. according to an article in todays Washington Post. approximately 10.000 Soviet citizens will be allowed to emigrate. I welcome such action by the Soviet Government. and recognize it as an effort to improve relations. It is imperative that Naum Meiman is one of the refuseniks who is given permission to emigrate. Naum is a longtime refusenik and Zionist activist who has suffered terribly in the past 10 years. In addition to the usual harassment and persecution accorded Jewish citizens in the Soviet Union. Naum has experienced a great personal loss.
