During the last year. the Soviets have intensified their military effort. despite their claims of reducing their presence. In the process. the Soviets and their Afghan surrogates have driven almost 3 million Afghan refugees into Pakistan. placing an almost intolerable burden on the economy. social service system. and environment of that country. Moreover. the Soviet ceasefire proposal contains no provision for the withdrawal of Soviet troops. These circumstances indicate no plans for a prompt and complete withdrawal of Soviet troops.
