If you apply the same proportion to our own population in the United States. it is 16 million dead Americans. That is how many it is. That is the magnitude of the Soviet crimes. In addition to attacking and killing innocent civilians for the most part the Soviets have driven fully onethird of the Afghan nation into foreign exile. How many is that? It is about 80something million Americans driven into foreign exile. Indeed. the Afghan refugees today constitute the worlds largest body of refugees. Mr. President. the massive violations of human rights have been thoroughly documented by such organizations as Helsinki Watch and Amnesty International.
