If this is "Glasnost." Im encouraged. Recognizing the enormous hardline forces in the Soviet Union. we must applaud Mr. Gorbachev for his new policy. But before we become too ecstatic. lets see if the policy is more than just words and public relations. Natan Shcharansky. Andre Sakharov. Joseph Begun. and others recently released are refusenik and prisonerofconscience celebrities and thus. good media bites for the Soviets. Though thankful. we must remain skeptical. Lets watch the overall emigration level. Lets watch the treatment of minorities within the Soviet Union. Lets watch what actions are taken regarding our humanitarian and human rights appeals.
