I mentioned earlier that I would like to expand those to be tested to include many others: Federal prisoners. immigrants. persons seeking a marriage license. those arrested for prostitution. arrested for intravenous drug use. persons working in the health care industry and persons admitted to hospitals. The moment that I would include these other people to be tested in my amendment. the people that are opposing my amendment would stand up and raise a point of order of nongerinaneness for this other group. That is why I have had to reluctantly only limit it to this group of people covered by the legislation.
