The trustees recognized that the academy was "inadequate to the accommodation and complete education of the student." Anyone desiring a higher education still had to travel hundreds of miles to one of the established universities on the eastern seaboard. In 1818 the trustees petitioned the Pennsylvania State legislature. and in 1819 a charter was approved for the maintenance of the university.
