In taking this view. these optimists seem to be swimming against three undercurrents of reality. First. thousands of dissidentsincluding Serafim Yevsyukov and Leonid Volvoiskyremain in prison and labor camps. Second. Natan Scharansky. William Hyland of Foreign Affairs magazine. and former United Nations Ambassador Jeane Kirkpatrick have all stated categorically in recent weeks that the new Soviet emigration laws will actually diminish the number of persons leaving the Soviet Union. Third. the Soviets have shown no willingness to permit the Afghan people to settle their own destiny and have continued their brutal campaign to subdue that society. By recognizing how the West might be diverted from these larger concerns through titillating announcements.
