As my colleagues know. the United States does not provide direct bilateral assistance to our proud neighbor in the South. However. these plants assist the economic recovery and development of Mexico by creating jobs and providing United States dollars to consumers. This lends credence to the "tradenot aid" theory of assisting developing countries. And it helps reduce pressures on emigration from Mexico and hopefully adds to social and political stability. In the long run. these benefits can only add to the strategic security of the United States. The maquiladora industry in Mexico is second only to the petroleum industry in the number of workers employed.
