Mr. Speaker. it seems that not a day goes by that my office doesnt receive a "Dear Colleague" letter from one of our fellow Members on an issue relating to the emigration of Soviet citizens. Earlier this week however. I received a letter from one of my own constituents. asking for my assistance for a family that wishes to emigrate from the Soviet Union and Israel. While this is not an issue that has been uppermost in the minds of most of my constituents. I think that it does represent a growing concern on the part of many Americans. Those of us who are American citizens sometimes take for granted our ability to come and go as we please. with the only barrier being the cost of our travel.
