Preston. highly regarded demographer at the University of Pennsylvania. described to the committee a demographic trend which most certainly deserves our attention: We are bearing. on average. only half as many children per woman as we were 30 years ago. The fertility rate has been below the replacement level for 14 straight years now and has been stuck at a level of 1.8 children per woman for a decade. At this level we either begin declining in population size or accept more immigrants. The distinguished Urie Bronfenbrenner of Cornell also appeared before the committee to plead the case for attention to the subject of family. Our divorce rate is the highest in the world: 11/2 times that of our nearest competitor. the U.S.S.R.
