We must also look at the reductions in funding for the Federal Governments health care programs we have experienced over the last 6 years. In addition. it was recently pointed out that there are two current developments that are likely to make this bad situation even worse. First there is the recent enactment of the new immigration bill that will grant amnesty to some 3 to 6 million currently undocumented residents. Many of these individuals lack health insurance. Also. the AIDS epidemic threatens an already stressed public health system that is in no position to provide the extraordinary medical care required by AIDS patients.
