Mr. Speaker. today we learn Dr. David Goldfarb has been permitted to emigrate to the West thanks to his close relationship with Nicholas Daniloff and Armand Hammer. Once again. the release of a Soviet dissident screams across the front of our Nations newspapers. Americans are left with the impression that a real improvement in human rights is taking place. That Mr. Gorbachev really does want peace. that he is accommodating right down to our demand that Soviet Jews and other dissidents wishing to be permitted to emigrate. The impression is false. Fewer dissidents have been permitted to emigrate this year than any other year. This is the worst year ever. Without exception. No ifs. ands or buts. Less than 700 of the hundreds of thousands of Soviet Jews that wish to emigrate have been permitted to leave this year. Mr. Speaker. the false impression of goodwill by the Soviets is dangerous for those whose human rights are being violated and frightening for those who believe in the necessity to protect them.
