Mr. President. the Senate today considers the conference report on S. 1200. the Immigration Reform Act. That the Senate is able to take final action on this legislation is nothing short of a miracle. It is simply a monument to the leadership. dedication. and tenacity of the distinguished Senator from Wyoming [Mr. SimPSON]. The immigration bill contains several features that fundamentally change our immigration laws. Leading the list is the legalization feature. This provision would allow hundreds of thousands perhaps even millions of persons now illegally residing in the United States to come forward and legitimize their status. Persons who can convince the Immigration and Naturalization Service that they have resided continuously in this country since January 1. 1982 or before. and are otherwise qualified to become citizens. will now be eligible to apply for permanent residence. The trigger date of this provision. January 1. 1982 is the date contained in the House bill.
