And that is a consideration that weighs heavily on me. Against these developments. I am forced to consider that this legislation still depends on employer sanctions as its major enforcement tool to deter illegal immigration. and that its restrictions on Federal reimbursement will impose major new costs on many of my States larger counties which will result from bringing the undocumented out of the limbo in which they previously have survivedcosts that will not be shared by taxpayers in many other States. These are costs that should be borne by the Federal Government. but under the formula in this legislation. much of these costs will be borne by taxpayers in Santa Clara. Los Angeles.
