Mr. President. If we fail to act now. we face a most uncertain future. except in one regard: We face the absolute certainty that the terrible problems for America that flow from this exploding illegal immigration will only return grown much larger and more difficult. until such time as they become in fact intractable. If we are concerned about the fairness of the legalization proposed in this bill. will we not be even more concerned when the number of illegal aliens resident in the country has doubled because we have done nothing in the interval to forestall their coming? This bill is not what anyone wants in all its parts. But the time to act is now.
