We are saying that we cannot control our borders. so let us ignore the fact that we cannot control our borders and make legal that which was illegal. Then we say. oh. no. never again. Five years from now. 7 or 8 years from now. we will have another illegal alien problem. calling for amnesty. because this does nothing to solve the basic problem. Well. it does one thing: it allows a program for those who are residents of Mexico to seek the opportunity to work in this country on a temporary basis. to fulfill the labor requirements in agriculture. that otherwise are unmet. That is one of the great provisions for the illegal immigration. But it does not close our borders to illegal immigration. It winks at it. I am reminded of the schoolboy game in which. on the playground. you got into a confrontation with another boy.
