This reservation aside. let me again express my sincere desire that Congress see fit to pass this measure and to appropriate the necessary resources to fulfill the provisions of mandated by it. I am aware of the expense attached to this measure. however. I feel we must retain our firm resolve to carry out the intention of this billto give the preeminent country of immigrants fair and equitable immigrant laws at last.
