We have this responsiblity because of our involvement in that country. An involvement. as I stated before. that I have supported. With that involvement. however. comes the responsibility to those innocent persons adversely affected by it. I am once again disappointed that we have not met that responsibility. For these reasons. I will once again oppose the Immigration Reform and Control Act. I believe that if the criminal sanctions had not been included and some sort of protections for Salvadorans had been included. I would be able to. at long last. vote for the bill. But. with congratulations to Senator SIMPSON for his perseverenace.
