Mr. President. that we really do not know how much money we are talking about. We know this bill will legalize between 4 and 5 million people who are illegal aliens in the country today. We are all familiar with the process it sets up. a process that means that if people were here prior to 1982or can get a sufficient number of people to say they were herethen they move to become permanent resident aliens. Then. they are eligible for some forms of Medicaid. they are eligible for State and local welfare in the Federal portion of some of those programs.
