Mr. President. I want to take this opportunity to commend the staff of the Immigration Subcommittee for their outstanding work on this legislation. Chief counsel Dick Day has done an excellent job. not only this year. but over the last several Congresses. in assisting in the development of the bill. Staff counsel Carl Hampe and Jodi Brayton have also done fine work on the bill.
