In a letter from the Congressional Budget Office dated October 15. Rudy Penner. the Director. reports that the direct spending provisions in the bill through 1991 total almost $4 billion. That is double the amount the administration set out as a goal. To commit to these direct expenditures now under GrammRudman would require that cuts be made in other highpriority programs. Mr. President. I am not going to debate the immigration bill now. We are going to have ample opportunity to do that. But I do not believe that a waiver of the Budget Act of the magnitude that we are discussing here ought to be done by unanimous consent.
