Mr. Speaker. I rise in support of the conference report. Mr. Speaker. I will support this imperfect bill becaue I am committed to do something about our immigration policy. There are questions whether the bill will adequatly provide for the costs this legislation will impose on States and local governments. I understand that the reimbursement provision is to ensure that States and localities will not be forced to increase taxes to pay for the costs of legalization. If the current reimbursement formula to States does not adequately cover the costs. we will have to revisit this issue to ensure that local governments will not bear the burden of this Federal provision.
