I guess what that means is this may not be artistic. this may not be the best thing that some of us think we could produce. but it is a workmanlike product. It is the best we can bring to the floor of the House and the Senate and hopefully to the desk of the President in this Congress and perhaps for many. many years. Immigration reform is absolutely needed. It is needed not only in my home State of California. not only throughout the Southwest. but it is needed throughout the country because it is in fact a national issue. The question of who shall and who shall not become citizens. who shall and who shall not be allowed into the United States and whether in fact the United States as an act of its sovereignty may determine its own borders. all of those are national issues.
