Speaker. listening to this debate reminds me of the old adage: "The perfect is the enemy of the good." We have produced a good bill. not a perfect bill. but we have done the best that we could. Every nation has the responsibility and obligation to control its own borders. to do it responsibly. with compassion and fairness. and that is exactly what we have done. We have protected America and its citizens from the unreasonable flow of illegal immigration. We have protected undocumented aliens who have been here for a long time. treating them with dignity and compassion. and we have protected the civil rights and liberties of Americans in the process. particularly in light of the fact that we are requiring no national identification card in this bill. nor authorizing it. This is not a perfect bill. It is a good bill.
