The bill spells out simple requirements for verification. It requires the GAO to work on an even simpler verification method using a more fraudproof Social Security number. It imposes criminal penalties only on employers who engage in a continuous. habitual practice of knowingly hiring illegal immigrants. no inadvertent paperwork violations could give rise to criminal penalties. And even the civil sanctions could not be imposed for the first 6 months. and for the next 6 months every employer would get one warning before incurring any sanction. The socalled Schumer agricultural guestworker compromise is deservedly one of the most controversial aspects of the bill.
