In just little conferences I had here and there. I came to the conclusion that they do not. They thought. for example. that they voted for immigration reform with sanctions. but they did not. What they voted for is a farm labor bill. a bill that is designed to provide cheap labor for the farmers and growers of this country. a bill that exempts them from sanctions. while it legalizes the men that work for them. That is one of the most important features of this bill. but one that offers no work. sanitary or health protection for the workers. No one can point out where there is real immigration reform. Those who voted for the bill thought. for example. that the Federal Government would bear the cost. The truth of the matter is that the States are going to pay the costs.
