Mr. President. we read in this mornings New York Times an account of still another foreign visitor to the United States. here in this case by invitation. seized by immigration authorities and literally put into prison under the provisions of the old McCarran Act. which haunts us as if from another era. This case concerns a Miss Patricia Lara. who is a graduate of the Columbia School of Journalism and is a reporter for El Tiempo. El Tiempo is the most prestigious newspaper of Colombia. She was coming to the United States to participate in an award ceremony which takes place each year. in which the Maria Moors Cabot prizes are awarded to persons who have distinguished themselves in journalism in the Western Hemisphere.
