I yield myself such time as I may consume. Mr. Speaker. I support the passage of H.R. 5679. H.R. 5679 merely contains the one provision of the Ways and Means Committee action on the Immigration bill. H.R. 3810. which affects the Internal Revenue Code. Under current law immigrant agricultural workers who enter the country under the H2 program are excluded from the unemployment compensation system. This means that the H2 agricultural workers are not eligible for unemployment benefits and their employers do not have to pay the unemployment payroll tax with respect to their wages. This feature of current law is scheduled to expire on December 31. 1987.
