The gentleman makes an extremely important point. The gentleman is absolutely right. If in fact you adopt this amendment. it basically guts the penalty provisions of the bill. I do not see how you could be any fairer than you are in the provisions in the bill. It requires a pattern of practice. it requires a series of transactions. more than just one individual transaction where an employer has. perhaps innocently. hired illegal aliens. That is not what we are talking about. We are talking about a pattern of practice in order to establish a violation of this section of the bill.
