This part of the bill was placed in as a result of an amendment by the gentleman from Florida during our deliberations in the Committee on the Judiciary 2 years ago. The reason for it is very simple: We have two obligations we place on employers. One is that they not knowingly hire illegal aliens. We place an additional paperwork burden on employers to help in the enforcement of this. Mention was made by people who testified before our subcommittee that at times when they do hire. and this was some people in agriculture but also other areas. they have a particular time. maybe a week to get a certain thing done.
