I thank the gentleman for yielding me this time. Mr. Chairman. it is important that we support Mr. MOAKLEYS provisions changing the definition of political refugees in Salvadoran and Nicaraguan refugees. I am particularly sensitive to this issue because the Governor of my State. the Honorable Toney Anaya. declared New Mexico a sanctuary State. While I strongly opposed this action. I do feel we must address the issue of political refugees in Central America through the legislative process. The facts supporting Mr. MOAKLEYS provision are compelling. Mr. Chairman. the human rights situations in both El Salvador and Nicaragua continue to be of great concern.
