I had hoped that during the negotiations with the Senate and Judiciary Committee members that a cap would be placed on the number of workers allowed in as special agricultural workers. To place a cap on only one half of the group does only one half of the job. Mr. Chairman. this is a bad provision. I believe that we should have an opportunity to have a separate vote on it. however. I am also sensitive to the fact that the clock is running down and this country needs its immigration laws reformed. I would urge my colleagues to set aside their political prejudices and support the efforts of the Judiciary Committee members who have worked so long and hard to bring us a compromise bill. Mr.
